Beginning on Nov. 1, 2016, hours for enforcement of parking restrictions in residential areas in the Central City will be extended past 6 p.m. to 10 p.m., including both metered and non-metered spaces.  Hours for parking meters outside of residential areas will also change, but not in the same manner; more on this in our next post on parking meters.

The new operating end time of 10 p.m. in residential permit parking zones in the Central City was approved by the City Council on March 22, 2016. These areas are identified by posted signage reflecting the words, “Except with _ Permit” (see example sign to the left or above on mobile devices).  The time change becomes effective during September 2016 as the city updates signs, but enforcement will not begin until November 1, 2016. Originally, enforcement was set to begin on Oct. 1, but the transitional period was extended by one month.
​Transition Period
During the months of September and October, informational notices, as opposed to citations, will be issued to vehicles parked between 6 p.m. and 10 p.m. to serve as a transitional period.

Temporary Permits

24-hour temporary permits are available to residents who currently have a valid Vehicle or Visitor Residential permit. Up to 10 permits per month may be used per household. This is an optional program.
Large Gatherings
For larger gatherings, please call 916-264-5011 or send an email within 5 days prior to the event to request a Parking Enforcement Accommodation. Residents are responsible for notifying their neighbors that an accommodation was requested for their gathering. Re-occurring weekly gatherings are not eligible for this accommodation.

Q: Why are parking enforcement hours being extended to all residential neighborhoods in the Central City?
A: The expanded residential parking restrictions throughout the grid are designed to protect resident parking especially during times of increased activity in the downtown core. The intent is to better manage the supply of on-street spaces, and allow those visiting downtown that need longer-term parking to park in garages and lots. To allow time for motorists to become acclimated to the new hours, enforcement of the new policy for both metered and non-metered streets in residential areas will begin on November 1, 2016. 

Q: How are residents able to have guests over to their home for an extended amount of time?
A:  See the Temporary Permits section above. 

Q: Are the increases in enforcement hours and changes in policy designed to raise revenue for the arena?
A: No. The goal of the changes to the residential permit program is to protect residential parking from encroachment by business patrons, not raising revenue to finance the arena.

​Many metered parking spaces in the central city are being converted to a tier-based pricing system.  These will allow people to park longer than the posted time for a higher hourly cost as shown below.  Extensions of parking time may be done at the meter or remotely using the Parkmobile app.  At this time, the ability to extend time via mobile app requires that the initial payment was done using the app.  Initial payments of coin or credit card will require extension to be paid at the meter.

How-To Pay with Parkmobile:
  1. Look for Parkmobile sticker on meter or parking lot signage
  2. Log onto your Parkmobile account or call 916-722-7275 and follow payment prompts.
  3. Parking zone numbers are located on each meter sticker or off-street lot signage. Parkmobile charges a $0.35 fee per transaction

Outside of residential areas, operating hours for parking meters and restrictions on time for metered and non-metered parking now ends at either at 10 p.m. or 8 p.m. Monday through Saturday as shown below:
  • 10 p.m. end time: The west side of 16th Street and points west on the grid (from C Street/Railyards Blvd. to W Street)
  • 8 p.m. end time: The east side of 16th Street to 19th Street on the grid (from C Street and W Street).
