Pacific Market is applying for an ABC license change. The market is located at 2500 P Street within the Multi-Unit Dwelling (R-3A) zone and within the Winn Park Historic District. This proposal requests a change from a Type 20 to a Type 21 ABC license, which would allow the sale of spirits for off-site consumption in addition to beer and wine currently sold at the business. The project requires a Conditional Use Permit for alcohol sales.
The Midtown Neighborhood Association is hosting a community meeting to learn more about the project. Manpreet Singh from Pacific Market will give a presentation about his application, and we’ve invited Sacramento Police Department, Vice May Councilmember Steve Hansen's office, and City Planning staff to also attend to hear the community’s thoughts and to be available to answer questions. The Market sits on a residential zoned parcel in an all residential area. The use as a store was grandfathered on that parcel several years ago. If they were to try to open a new store today on that site, it would not be allowed in the City Code. Hard alcohol sales were banned from small neighborhood stores in residential areas in the Central City many years ago due to severe crime and nuisance issues. Enforcement of what types and sizes of spirits these stores sold was very difficult. It created huge quality of life issues for midtown residents. Off site sales are very different than bars and restaurants whose operators are required to stop serving intoxicated persons. Stores can sell to anyone even if already intoxicated. Our neighborhood has improved a lot over the years and not allowing hard alcohol sales was part of that improvement. Allowing this use back into residential areas will adversely impact residents especially near Winn Park two blocks away who will feel the brunt of more access to hard alcohol. While Pacific is a good operator and good neighbor, If this CUP is approved, other stores will follow suit including not good operators. Once once is approved, many more will follow and it will be very hard to enforce conditions of approval, Those who did not live here when hard alcohol was allowed will unfortunately have no frame of reference. Many still remember the bad old days and it was really bad. We do not want to take a step backwards and ever let the conditions that made banning hard alcohol necessary in the first place return to our neighborhood.
