15Q  Mixed- Use  Building

PROJECT DESCRIPTION:​
An 8-story mixed use building with ground floor commercial and 73 residential units on approximately 0.44 acres in the Residential Mixed Use (RMX-SPD) zone and located in the R Street Corridor Special Planning District. This request requires a Planning and Design Commission level Tentative Map for condominium purposes (including 3 commercial airspace lots and 1 airspace lot for residential), a Conditional Use Permit to exceed the maximum density in the R Street Corridor SPD, and Site Plan and Design Review with deviations to reduce setbacks and exceed the maximum allowed height. You can watch the applicant's presentation at the March 24, 2016, Planning and Design Commission meeting. This project is item No. 6 on the meeting agenda.

This project will be a great addition and a great fit in this neighborhood. The deviations requested are not outrageous and seem within reason and general intent of the zoning. I like the way the building steps down

My request to MNA would be to stress the need for a minimum sidewalk width of 7 feet, especially at outdoor seating areas that already encroach into the street section.

Safeguarding and enhancing walkability is in the best long term interest of the residents as well as businesses of this neighborhood.

My issue with this building, and a lot of new designs in general for Sacramento has to do with walking the talk of energy efficiency and "Green Design". The Design has too much totally unshaded glass and utilizes dark colors on the West and other sides. The building will heat up and require an excess of energy to keep cool in Sacramento's hot and getting hotter summers.
Design team needs direction from the Developer - walk the talk about climate change, urban heat islands and energy efficiency! It's not too late to consider a strategy for shading the "easy" windows on the south facade (sun angles between winter and summer make this a minimal effort), reducing greatly the exposed glass on the East and West, and using lighter colors, especially on the West.
It's about Physics - not Fashion!
