Project Description
​A request to subdivide a 0.15 acre parcel into (3) separate parcels. One parcel with an existing 2,880 square foot home to be renovated, and the other two parcels to have a new 2,086 square foot multi-family structure with a common wall. This request includes deviations for creating (2) new lots of less than 2,000 square feet, (2) new buildings less than 20 feet wide, and a rear setback of less than 15 feet in the Multi-Unit Dwelling (R-3A) zone. The project is located in the Capitol Mansions Historic District.

The building out front is fine, the building in the back is a clone of the Boulevard Park redesign process. While it's a nice building - I know if this was next door to me I would absolutely reject it - too much building mass and imposing to the neighbors. The Architect has done a great job on this notion of Alley facing infill - but what we lose with each of these cookie-cutter designs (it is the same approach being used over and over) is open space and trees.

I agree with Mr. Piner's comments. I live two blocks up on Capitol and feel this type of project is wrong for the street and the neighborhood. I strongly support increasing urban density. I would support an in-law on the alley, and I support the condo towers planned for 25th and J and 19th and J. This project essentially removes the backyard and seeks to create a condo complex on a single-family lot; that is entirely out of character for Capitol Avenue.

I believe this project is too massive. By asking for a deviation of lot size, the developer has cleverly skirted the requirement for parking for the main house (on the front of the lot), exacerbating a shortage of off-street parking that is already insufficient. The historic character of the neighborhood is ignored by considering the back yard "vacant." Alley development is great in concept, but this kind of mass and ignoring of historic spatial relationships is wholly inconsistent with what exists in Capitol Mansions historic district.

I cannot support this project. As a mid-town property owner for 10 years, this project significantly deviates from the current Department of Interior standards that govern development in historic districts. I am pro-development and feel that any historic property offers the capacity to enhance and improve the property in ways that economically benefit the neighborhood and the city, preserve and sustain our historic integrity and continue to make available affordable options to retain our diverse rental culture. These are mutually inclusive outcomes that are not reflected in this proposed project and it sets a precedent that will ripple across our historic communities in Sacramento. Preservation is not a facade that is no deeper than street view; its about sustaining our open space and spatial relationships of these unique and stately mansions and homes as we develop our Alley's to create vibrant communities that can serve and grow our diverse inner-city culture, while maintaining our irreplaceable historical legacy for the future.

I have lived in Midtown since 1995.I have witnessed the overdevelopment and gentrification occur throughout the decades. I am all about preserving and keeping single family homes in Midtown/Downtown neighborhoods. I myself, own a beautiful and original 1902 Arts & Crafts single family home just around the corner on 23rd and N. I do not want to walk, ride my bicycle nor drive by and see yet another massive edifice because we as a community lost another battle with greedy land owners and developers. Remember the Alhambra Theater? Traffic and parking is another factor and the onus is placed on me because of development. I plan to attend the next meeting to squash this development at 2218 Capitol Ave.
